The VA Palo Alto Health Care System (VAPAHCS) consists of three inpatient facilities located at Palo Alto, Menlo Park, and Livermore, plus seven outpatient clinics in San Jose, Fremont, Capitola, Monterey, Stockton, Modesto, and Sonora. These facilities provide some of the world's finest medical care and cutting-edge technology.
VAPAHCS is a teaching hospital with an affiliation with the Stanford University School of Medicine which provides a rich academic environment including medical training for physicians in virtually all specialties and subspecialties. Our Health Care System operates over 800 beds, including three nursing homes and a 100-bed homeless domiciliary - all to serve more than 67,000 enrolled Veterans.

Position Description Title/PD#: Supervisory Health System Specialist (MCAP Director)/1858-O
RELOCATION INCENTIVE/RECRUITMENT INCENTIVE IS NOT AUTHORIZED.
This position will be filled as a temporary promotion Not-to-Exceed (NTE) one year. The selectee will be returned to the position held prior to the temporary promotion or similar position at the former grade level for which they were qualified for prior to the temporary promotion.
This temporary promotion may be made permanent without further competition when all regulatory, qualification, and performance requirements are met.
The incumbent of this position will serve as a coordinator, manager, and supervisor of the Managerial Cost Accounting Program (MCAP) for the VA Palo Alto Health Care System. He/she is responsible for establishing, planning, coordination, technical operations and support under the auspices of Veterans Health Administration (VHA) Office of Finance. Incumbent is responsible for data development, presentation and analysis influencing the delivery of VAPAHCS patient care through the program. MCAP is designated as the cost accounting system under the auspices of the national Office of Finance for the Veterans Health Administration (VHA). MCAP is a data driven clinical and financial management information system integrating cost, budgetary, clinical and quality outcome data used for modeling, forecasting, and budgeting for VAPAHCS, Veterans Integrated Service Network 21 (VISN 21) and national VHA reporting, analysis and budgeting process.
The major duties and responsibilities include, but are not limited to:
Identifies trends, accomplishments, and/or deficiencies related to the program in order to devise solutions or propose alternate courses of action.
Analyzes the existing automated and manual systems to determine the type of financial and clinical information available.
Oversees productivity of clinical programs, provides results and recommendations regarding the data output and organizational structure.

Education:Undergraduate and graduate education in a major field of study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Specialized Experience:Progressively responsible analytical or administrative or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility mangers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Mission, organizations, programs, and requirements of health care delivery systems.
Requisitions and standards of various regulatory and credentialing groups.
Government wide agency and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to meeting the basic requirement above, the applicant must also possess:
Specialized Experience (GS-13): Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of the management and organizational structure of hospitals and health care systems.
Comprehensive knowledge of qualitative and/or quantitative methods for improvement of program effectiveness or the improvement of complex management processes and systems.
Comprehensive knowledge and understanding of the accounting system (FMS), the payroll system (PAID), equipment (AMERS/MERS), and all their related documents and functions in order to prepare, analyze, and research data in relation to the cost accounting process.
Analyzes and evaluates the effectiveness of medical center clinical center operations and programs in meeting established goals and objectives.
There is no educational substitution for the GS-13 level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Physical Requirements:This work is primarily sedentary, although some slight physical effort may be required. The work is performed in a typical office setting, and at various points throughout the medical center.
Time-in-Grade Restriction:* Applicants who are current Federal employees must meet time-in-grade (TIG) requirements. TIG means you have held a GS grade for 52 weeks [or are within two (2) pay periods/four (4) weeks of possessing 52 weeks] at the closing date of this announcement. For a GS-13 you must have served 52 weeks at the GS-12 level. Note: You must submit copies of all SF -50s to clearly demonstrate that you meet the 52 week time-in-grade requirement.
