Raytheon Manager, Program Planning and EVMS in Sunnyvale, California

Raytheon Applied Signal Technology (AST) is a diversified intelligence and defense company that develops systems to provide integrated sensor and signal processing products in support of intelligence, surveillance, and reconnaissance. Our Program Planning team has a need for an Earned Value Management (EVM) manager to lead the use of EVM as a program management tool and to manage the Scheduling organization. As the Manager, Program Planning and EVMS , you will be responsible for planning and scheduling on all programs within the AST Mission Area. You will lead program planning and scheduling throughout capture, program startup, creation of EV baselines and Integrated Baseline Reviews (IBRs). You will conduct schedule analysis and schedule risk assessments and will carry additional responsibilities including the management, training, mentoring, and developing the scheduling personnel. You should be highly collaborative, calls for proactive leadership, and have the ability to influence/nurture program team members to build EVM maturity and improve processes, as well as developing the required schedule baseline and forecast deliverables. You will lead a team of 3. You will interface significantly with Program Managers, Business Managers, and Control Account Managers, as well as SAS EVMS communities and outside customers will be provided. Partnerships will be expected with Program teams to meet and manage Scheduling and EVM requirements with a strong working knowledge of MPM and EVM. You report directly to the CFO of the AST Mission Area with dotted line responsibilities to the Raytheon Space and Airborne Systems (SAS) EVMS and Scheduling organization. Responsibilities include but are not limited to: Lead, develop, and advise on all planning and scheduling elements of a program Lead development of the Program Master Phasing Schedule, IMP/IMS, provide analysis of integrated schedules including critical path and what if analysis, and lead approach and implementation for Schedule Risk Analysis Analyze contract requirements and work closely with contracting staff to provide suitable, timely and accurate input for contract and subcontract language Understand program structures and alignment, and lead teams in development and alignment of structures (Organizational Breakdown Structure, Product & Services Breakdown Structure, Work Breakdown Structure) Develop schedule structures to ensure horizontal and vertical traceability Understand and perform Schedule Risk Analysis and support development of approaches to address SRA findings Assess the impact of delays and changes and recommend strategies to adjust to proposed program changes Partner with Program Leadership Team to develop properly sequenced schedule that accurately reflects program plan and dependencies Understand EVM training gaps and providing solutions Attend program meetings and evaluating EVM data to drive understanding Lead efforts for successful completion of Integrated Baseline Reviews (IBRs), Joint Surveillance Reviews/Audits (JSRs/JSAs), and Internal Surveillance Reviews (ISRs) Participate with senior leadership helping to drive solutions for SAS initiatives Review and audit EVM deliverables on programs Manage a team of 3, providing leadership and guidance as needed Required Qualifications: Minimum 8 years of EVM/Scheduling work experience in a DoD, EVMS environment Minimum 3 years’ experience managing a small team of direct reports Experience building program structures and developing a schedule architecture for a complex program Experience in applications of EVMS, Cost/Schedule Integration and Risk Management Experience using numerous ancillary scheduling products such as @Risk, Risk+, Milestones Pro, One Pager Pro, and PertChart Expert Experience with APEX, APEX EV, MPM, PMX, wInsight, MPM, and MS Office Suite Minimum 5 years’ experience Microsoft Project skills (preferably MS Project 2010 or more recent) Experience in Training and Process Improvement Experience in independently assessing program information and developing cohesive, integrated approach for program plans and schedule development Experience developing and delivering presentations (verbal and/or written) to key stakeholders U.S. Citizenship status is required as this position will need a U.S. Secret and/or SCI CI poly Security Clearance within 1 year of start date .
