This role will be responsible for ensuring that the Technology organization has a robust Business Continuity and Disaster Recovery planning program in place (resiliency program). The program manager will be responsible for establishing and executing the resiliency program according to industry standards and in line with applicable PayPal enterprise policies.
CPI Resiliency – Program Manager

This role will report into the Technology Governance, Risk and Compliance (Tech-GRC) leader who is responsible for ensuring that the organization has a robust resiliency program. This role will be responsible for establishing and executing the resiliency program according to industry standards and in line with applicable PayPal enterprise policies.
Duties of the role include, but not limited to:
Understand and apply the enterprise policies, standards and framework for resiliency / continuity of operations program.
Sponsor the implementation of the enterprise Resiliency framework within the Technology/CPI (Core Platform & Infrastructure) functional area (FA).
Understand the Enterprise Risk Management standard on how to identify, assess, mitigate, monitor, test and report on key risks faced by the FA for the Continuity of Operations, or Resiliency space.
Partner with Second Line of Defense (SLOD) team (Resiliency, Incident & Issue Management – RIIMT Team) to understand expectations for managing cross-functional risks and dependencies; deploy processes to comply with policy expectations which may require implementation of required controls and on-going monitoring & reporting.
Lead the resiliency program efforts within the First Line of Defense (FLOD) by ensuring the necessary business continuity and disaster recovery (BC/DR) controls are implemented and executed upon by:
Assessing the BC/DR impacts and risk implications for the Technology FA, as well as those that may arise from major technology or organizational changes.
As the program manager, coordinating the overall resiliency program within the Technology/CPI FA including validating and summarizing business impact analysis and recovery requirements across the various domain teams within the organization.
Developing and presenting recommendations to management based on risk and business impact.
Negotiating appropriate resolutions to problems while maintaining internal and external relationships.
Assisting in incorporating BC/DR considerations in critical third-party relationships and coordination of third party due diligence activities.
Engage, as required, in internal audits and reviews of the BC/DR program.
Organize the BC/DR planning work, such that critical business processes for the FA and Sub-Functional Area (Sub-FA) are identified and then effectively aligned to planners and subject matter experts.
Identify, train and manage the domain planners and subject matter experts.
Develop and manage the planning and testing roadmap, including progress and quality of work product.
Ensure that the most critical risks and scenarios are addressed in FA plans.
Ensure all planning steps for FA are completed and that processes can be recovered within required Recovery Time Objective (RTO).
Ensure FA RTO and other requirements are met in a cohesive global manner, having location-specific extensions, where necessary.
Facilitate decisions and alignment with business process suppliers, e.g. corporate technology, vendors, facilities, etc., that are required to meet RTO ensure feasibility.
Engage internal technology teams for assistance in setting up call trees, digital wallet cards, or other tools to support continuity plans and incident response.
Ensure all resiliency risks for the FA are controlled and functionally tested as part of the planning exercise.
Approve or obtain approvals for Business Impact Analyses, Business Continuity Plans, and Exercise Results.
Coordinate any revisions to BC/DR plans or procedures necessitated by such changes, or as per required policy and standards.
Facilitate communication between teams and leaders to ensure that recovery strategies meet business objectives for all impacted processes and locations.
Provide regular reports to impacted Internal Control Partners (ICPs), leadership and stakeholders on status.
Inform ICPs, leadership and control owner of any issues and risks that relate to their FA and should be recorded in risk or issue registers.
Ensure that leadership and control owner is aware of any issues and risks before items are escalated.
Review control owner maturity and status reports to ensure FA is properly represented.
Provide coordination for recovery support and business resumption staffing for execution of continuity plans during a BC/DR event.
Participate in training, as needed, as well as the monthly RIIMT Coordinator Community.
The ideal candidate will:
Support ICP and other leaders in driving visibility throughout the organization on Resiliency programs and departmental responsibilities.
Support ICP and other leaders in influencing business and technical leaders on the development of business recovery capabilities and processes.
Be able to engage at all levels of the organization to organize, drive and communicate results.
Ensure plans and roles are well understood by all levels within the organization.
Assist staff, contractors and partner BC/DR liaisons, as required.
Possess strong oral and written communication skills along with refined presentation skills and the ability to work with other departments and varying levels of management, including senior leadership.
Have strong ability to work with minimum direction and possess a high drive for results.
Handle a number of simultaneous projects and tasks while demonstrating urgency and ownership to drive issues to completion.
Bachelor’s degree in Computer Science, Engineering, or Information Management Systems
8+ years of experience in Business Continuity and Disaster Recover field
Experience in Technology audit, risk management, and internal controls is a big plus
Certifications highly desired (MBCP, CBCP, ABCP, CISA, CRISC, etc.)
